Wash and cut the pork belly into chunks, blanch and set aside
Boil quail eggs in cold water for about 10 minutes, cool and peel
Prepare sliced ginger, sliced garlic, and wash star anise, chili pepper, and bay leaf
Heat oil in a pan, add 7-8 pieces of rock sugar, stir-fry until caramelized, then add pork belly and stir-fry until color changes. Add ginger, garlic, and spices and stir-fry until fragrant
Add soy sauce, oyster sauce, rice wine, and dark soy sauce, stir-fry until fragrant, then add boiling water
Add enough water to cover the pork belly by about one finger's width, bring to a boil, then simmer on low heat for 40 minutes
After 40 minutes, add quail eggs, simmer for another 40 minutes on low heat, add a small half spoon of salt, then reduce the sauce on high heat and serve
