Heat oil in a pan over low heat, melt rock sugar to make caramel, add ginger slices and green onion segments to release the aroma, then add star anise, cinnamon, and pork belly to coat in caramel. Add quail eggs (scored for better flavor absorption), dark soy sauce, and light soy sauce, stir well, then pour in hot water, cooking wine, and salt. Cover with a lid and bring to a boil over high heat, then simmer on medium-low heat for 20 minutes. Increase heat to reduce the sauce, plate the dish, garnish with chopped green onions, and serve!
